Summary:
The results of the 2008 FinScope survey indicate that over 52% of the Rwandan population are financially excluded and that banks and microfinance organisations serve only 14% and 7% of the population respectively. The Government of Rwanda (GoR) have responded to this challenge through establishing the Ubudehe Credit Scheme (UCS), a sub-component of the Government of Rwanda’s Vision 2020 Umurenge Programme. OPM was commissioned by the UK Department for International Development, the Swedish International Development Cooperation Agency (Sida) and GoR Local Development Support Fund to assess if its objectives are being met. This assessment is expected to inform dialogue between the Government of Rwanda and development partners on how the UCS may be improved to deliver the social protection aims of the Government of Rwanda.
