OPM (in collaboration with ODI) has been commissioned to undertake a study aimed at contributing to the improved measurement, monitoring and reporting by development partners on the results of policy advice and advocacy in Vietnam. The study involves three main elements. The first element involves case studies of donor engagement to support reform (i) to move towards nationwide implementation of a planning system that is participatory, outcome-oriented, evidence-based, pro-poor, and linked to the budget process, and (ii) to introduce a system of free/subsidised health insurance for target population groups. The second element is working with donors on current initiatives to strengthen the monitoring of policy advice and advocacy. The third element is training of donor staff in how to apply the approaches developed, based on the lessons from the first two elements.
