Summary:
The scope of the work under this project involved the following:

• Reviewing public expenditure analyses with respect to the forestry sector and efforts to establish the effectiveness and efficiency of public spending in the sector;
• Examining public expenditure analyses within other sectors so as to build up a compendium of good practice examples which could be used in the sector; and
• Drawing upon this knowledge, to prepare a Guidance Note, including a set of principles, articulating a best-practice approach to public expenditure analysis for the forestry sector

Based on these tasks, the following outputs were delivered:

• A review of Public Expenditure Reviews (PERs) with relevance and/or special reference to the forestry sector;
• A compendium of tools for establishing the effectiveness or efficiency of public spending, drawing on Public Expenditure Tracking Surveys, Service Delivery Surveys, or other tools;
• A draft (and final) Guidance Note for carrying out PERs; and
• A workshop for World Bank staff on the outcomes from the Guidance Note.
