Summary:
The Operations Evaluation Department of the African Development Bank sought the services of OPM to undertake an independent one-year evaluation of the bank’s policy-based lending instrument. The project made use of OPM's evaluation experience and mix of knowledge and skills in policy-based lending, budget, and balance of payments support in the African context.
The overarching objective of the evaluation was to examine the relevance, efficiency and effectiveness of the PBL instrument used by the bank in regional member countries over the period 1999 to 2009.
