The evaluation report provided the basis for the fourth joint (government and donor) review of the PMA in September 2005.
The evaluation included analysis of:
- the performance of the PMA in terms of progress towards achieving its objectives, final and intermediate outcomes;
- the strengths and weaknesses in the conceptualisation and implementation of the PMA; and
- options and opportunities for a revision of the PMA and its implementation modalities, to improve its contribution to the objectives of the Uganda Poverty Eradication Action Plan.
