Summary:
The Gates Foundation has produced a detailed Goals and Learning Agenda. Key indicators are being finalised at input, outcomes and impact level. The foundation contracted OPM to see where we could add value in relation to the sources of data for and the quantification of the Goals Matrix. The Goals Matrix is intended to help the foundation track quantitative progress in achieving target outcomes and to annually confirm whether the Financial Services for the Poor (FSP) work stream is achieving its proposed goals. The Learning Agenda focuses on qualitative research into how and why the outcomes will lead to ultimate welfare impact on financial services end-users, so that FSP can have the greatest impact on the poor by offering the right financial products through the grantees, and leverage these insights for improving grant-making procedures in the future.
