Summary:
OPM was contracted in September 2010 to work with UNICEF Congo to provide support to the Government in the areas of national policy development, planning and budgeting frameworks in order to influence decision making with respect to women and children. This work was in line with the recent steps that UNICEF has taken globally to reposition itself to influence national policy processes rather than providing direct support to service delivery. The assignment, which was undertaken by a team of five international consultants and one national consultant, was largely undertaken in-country, reflecting the need for consensus building and buy in as well as for capacity building of local teams.
Support to the Government was divided into five distinct but related areas:
1. A scoping study of the feasibility of a Public Expenditure Tracking Survey (PETS) in Health;
2. Capacity building for Medium Term Expenditure Frameworks (MTEFs) through workshops and hands on support to four ministries (Health, Education, Promotion of Women and Social Affairs)
3. The organisation of study tours to Ghana and Rwanda with 6 Government officials to strengthen understanding of social health insurance and to help the government to assess its feasibility in Congo.
4. The provision of support to the Ministry of Social Affairs, Humanitarian Action and Solidarity to prepare a situation analysis of social protection and a paper of strategic options for a national social protection policy. This work has subsequently been continued with support to the implementation of the policy: click here for further details.
5. The provision of guidance and inputs into the second generation Poverty Reduction Strategy Paper (PRSP).
