Summary:
OPM was contracted by the World Bank to carry out a Public Expenditure Tracking Survey (PETS) and Quantitative Service Delivery Survey (QSDS) in HIV/AIDS in Kwa-Zulu Natal (KZN) Province in South Africa. The survey aims to investigate bottlenecks in service delivery as well as to assist in improving the management and composition of HIV and AIDS spending in the province.

In collaboration with the World Bank and the Government of KZN, OPM was responsible for contributing to survey design, training the supervisors and enumerators, coordinating the fieldwork and undertaking data analysis and report writing. Health facility questionnaires were administered in 100 health facilities and within these facilities 724 medical staff and 990 patients were interviewed. An unannounced second visit was made to each facility in order to investigate absenteeism.
