Summary:
The Government of Barbados awarded a 20 month contract to Oxford Policy Management in July 2011, to help and provide advice on the modernisation of the statistical system of Barbados. The project is being funded by a loan from the Inter-American Development Bank (IADB), and is being implemented by the Project Coordination Unit (PCU), Barbados Statistical Service (BSS) and the Ministry of Finance and Economic Affairs. The completion date for the OPM part of the modernisation project is March 2013.

The project will involve almost 1,500 days of expert technical support to support the change process with the Barbados Government, and a small project office has been established within the BSS to offer additional administrative project support to the BSS.

The objectives of the project are to improve the service offered to the users of official statistics in Barbados through modernisation of the statistical office and broader statistical system. This modernisation is to enhance the ability of BSS and other producers of official statistics to respond better to the needs of statistical users. The purpose of the consultancy is to provide recommendations on how this can be achieved. We will advise the BSS and MDAs on proposals for modernising the system, with implementing agreed recommendations for change, and with training. The responsibility for implementing the recommendations lies with the Government of Barbados.

The proposed reforms include recommendations on:
• Enhancements to raise the credibility of statistical products;
• Improvements to the user/producer dialogue;
• The revision of the Statistics Act which enables the BSS and other producers of official statistics to collect, compile and publish official statistics;
• Improvements to the mechanisms, both formal and informal, by which the many producers of data in the country share data;
• Improvements in the quality of the data and methods used to produce statistics;
• Institutional strengthening and HR capacity building to support a more effective and efficient organisational environment;
• Improvements in the ICT infrastructure to support the production and dissemination of statistics; and
• Improvements to the accessibility of the statistics, data and publications which users need.
