Summary:
The Government of Pakistan have introduced an emergency cash grant to families affected by the 2010 floods. This scheme – known as the WATAN – has been split into two phases; an emergency relief grant of 20,000 Rupees, delivered through a cash card which could be used at ATMs and Point of Sale systems. The second phases, which was initially planned to by worth 80,000 Rs, will be a rehabilitation grant to help people rebuild their homes and livelihoods. Oxford Policy Management have been contracted by NADRA to do a rapid assessment of the second phase of the WATAN, combining a systems and management review with quantitative and qualitative fieldwork with end users. The rapid assessment is designed to provide information which could be used to facilitate roll out of the second phase.
