Summary:
The International NGO Partnership Programme (IPAP) is a partnership between DFID and seven INGOs to work on issues related to social exclusion in India. DFID contribution to IPAP is £20 million and it has signed up Accountable Grant Arrangements (AGA) with each of these seven INGO partners.

The goal of the programme is to improve social, political and economic position of socially excluded communities. The purpose is to increase the responsiveness of government programme implementation, mechanism and service delivery to the needs of the socially excluded communities.

The three outputs envisaged are:
(a) Stronger and inclusive organisations of the socially excluded communities;
(b) People centred policy advocacy to address discrimination in programme implementation, policy decisions, and mechanisms; and
(c) Joint initiatives between the IPAP partners on discrimination and multiple exclusions.

In working through the INGOs and their Indian Civil Society Partners, the IPAP envisages:
(a) A two-tier mechanism of strategic relationships: that of DFIDI with the INGOs, and that of the INGOs with their Indian Civil Society partners; and
(b) A focus on enhancing partnerships, strengthening networks and deepening advocacy linkages with Indian Civil Society Organizations (CSOs). Each of the INGO Partners, with their expertise in select, relevant thematic areas, leads on a specific theme; thus, becoming the nodal point of access to thematic network members and fostering thematically-linked networking, learning and advocacy.
