Summary:
OPM carried out a political economy and institutional assessment of the proposed introduction of results based financing for primary health care in three Nigerian states (Adamawa, Nasarawa and Ondo). OPM provided a team of institutional, public health and public finance specialists who undertook fieldwork in each state and prepared a report examining the current situation against assessment criteria for the introduction of RBF, and made recommendations on issues for project design and risk mitigation.
