Summary:
The aim of the project is to develop an effective strategy to increase access to financial services in rural areas. The aim of the consultancy is threefold: (i) to assess the current state of financial services in the rural areas in Rwanda; (ii) develop an effective and coherent strategy to enhance provision of financial services across all parts of the country and (iii) make relevant recommendations as to an action plan for its implementation. The worked developed will take into account the requirements of not only individuals, but also micro and small, medium-sized enterprises (MSMEs) operating in rural areas. Financial services should include savings, credit, insurance and money transfer.

OPM will deploy both technical and Political Economy Analysis (PEA) to understand not only the relationships between the various factors affecting financial exclusion (the whats and hows of the problem), but also the overarching factors (the deeper whys) creating barriers and constraints to access to and use of financial services in rural areas in Rwanda. This approach will allow identifying and mapping correctly the optimal strategic options for addressing the gap between supply and demand. OPM will also use PEA to provide suggestions on how to facilitate the implementation of the proposed strategic plan.
