Summary:
OPM provided a team leader for a study of the political and institutional factors that shape the policy environment for social protection in Nepal, and the potential drivers of institutional change in the sector. The study involved analysing the political and ideological positions (interests and influence) of key actors on the main social protection policy choices, examining how political and other interests and institutional factors affect the operation of the current system, and assessing the implications of this for the prospects for reform and the design of donor support to social protection.
