Summary:
OPM was contracted by the World Bank to conduct a study on funds flow and service outputs in the DRC, with a focus on Katanga province. Commissioned as a public expenditure tracking study (PETS), combined with a quantitative service delivery survey (QSDS), the methodology had to be adapted to the realities on the ground in the DRC. Despite data gaps, the study shed light on the peculiarities of the health financing system in the DRC. In particular, it generated findings on performance-based funding (PBF) mechanisms and their relationship with health worker pay and motivation, as well as health service delivery.
