Treasury Advisor to the Government of Montserrat

OPM provided a consultant to the Government of Montserrat to fill the role of Treasury Adviser in the government for a period of up to six months in order to bring outstanding government accounts up to date. The consultant’s key objectives were to: manage the Treasury in accordance with relevant regulations and manage transitional issues arising from the current vacancy; assist the Treasury Department in working on statutory accounts for the government for the years 2003, 2004 and 2005; produce financial reports and plans for the government and external agencies in a timely manner as required by the law or as authorised by the Financial Secretary; review systems and procedures where necessary, in order to address any identified control weaknesses to ensure efficient and orderly operation of the Treasury; assist in training a new long-term candidate for the post, if a suitable candidate were identified during the period of contract; and cooperate with the audit department to draft an Accounting Manual which reflects changes in the legislative framework, as well as best accounting practice, relevant to the Government of Montserrat.
