Summary:

This is a three-year twinning arrangement project on strengthening the Ministry of Health's (MoH) capacity in health financing and service purchasing. The work includes support to the MoH in four areas: (i) Capacity building for health policy and strategy development (ii) Strengthening health budget formation, planning and monitoring at national and oblast level; (iii) Building purchasing capacity and strengthening results-based providers’ payment motivating providers to deliver efficient, effective, and high-quality services to the population; and (iv) Capacity building in financial management and modernising mechanisms of accountability and management in the health sector. A key factor in this project is the knowledge transfer from the OPM team to twinning institutions and the shared responsibility of OPM and the MoH for project deliverables.
