Summary:
This project for UNAIDS researched the changing global context for the multilateral aid system, particularly in relation to health. Outputs were a briefing note for the Executive Directors H8 meeting in February 2011, and a main analytical report focusing on different aspects of the multilateral aid system. The research took a political economy perspective and covered issues such as powerful emerging economies, non-DAC donors such as China and India, fragmentation of the aid system and global funds. Trends were identified and analysed, such as the rise of non-core funding to multilateral organisations and the increasing influence of the VFM agenda within donor agencies. Challenges for policymakers within multilateral institutions were also outlined. Reforms and changes at specific multilateral organisations were investigated in detail, for examples changes in voting power at the World Bank.
