For many developing countries, agriculture is the major contributor to GDP and employment.  Case studies in Africa suggest that spending on agriculture has positive growth and poverty reduction effects.  Yet in the majority of developing countries, public expenditure on agriculture is declining.  This paper reviews global evidence on trends in public spending in this sector.
