• Designing and supporting implementation of approaches and models for the assessment of need at national, locality and individual levels.
• Support to the development of feasible policies and strategies that focus on priority entry points in the development and reform of social care and support systems.
• Assessing the appropriateness and capacity of existing social services systems to provide appropriate care and support to vulnerable people with available resources.
• Provision of capacity building and training inputs for a range of stakeholders from community members and social services practitioners through to managers and policy-makers, in both state and non state sectors, to improve the targeting, development and delivery of services.
• Building the capacity of state social care structures to be able to better plan, prioritise and (where applicable) purchase social care provision, including through assisting with the improvement of key components that support regulation (including standards, tendering, contracting, monitoring and inspection).
• Providing practical support and tools for actors within social work and social care networks to improve social services provision by integrating meaningful participation of vulnerable people at all stages.
