OPM’s core Services are centres of excellence in selected subject areas that complement our key Policy areas. Each of our Services is led by a senior individual with deep knowledge and expertise, both practical and theoretical, within the specialist area concerned, and supported by a team of expert practitioners.

Budget Process Reforms and MTEFs

Our experience suggests that reaching the basic objectives of an MTEF in a developing country context involves an approach rooted as much in organisational analysis and change management practices as in modern theories of public financial management.

Monitoring and Evaluation

OPM has extensive experience in all elements of the M&E process, bringing together specialists in quantitative and qualitative methods, looking at innovative methods of improving participation in M&E systems and providing rigorous and independent evaluation reports.

Quantitative surveys

OPM has extensive experience in the design, implementation, analysis and dissemination of quantitative surveys. OPM often works particularly with household surveys measuring income poverty, social indicators and rural sector statistics, in which we emphasise the development and strengthening of institutional capacity.
