OPM evaluated DFID-funded technical cooperation (TC) for economic managemen in Sub-Saharan Africa. The evaluation assessed the contribution of this type of TC to capacity expansion in the short-term and longer-term capacity development in partner countries. The study included a review of recent literature and experience with capacity development and technical cooperation, case studies of Ghana, Kenya, South Africa and Zambia, and a study of progress with TC pooling arrangements. The evaluation made recommendations for the improvement of DFID's practice in TC planning and management.
