OPM provided a small team to evaluate the programme, including two local consultants with expetise in HIV/AIDs and in the Water and Sanitation Sector which was the subject of a case study. It focused on the relevance, effectiveness and efficiency of the programe, in terms of meeting its underlying objectives in the changing Zambian context, in particular the role of donor harmonisation.
