Evaluation of Uganda's Poverty Eradication Action Plan (PEAP)

OPM conducted an independent evaluation of the first 10 years of Uganda’s 20-year Poverty Eradication Action Plan (PEAP) for the Office of the Prime Minister. Its primary purpose was to evaluate how effective the PEAP had been as a framework for eradicating poverty so far, in order to help determine the strategy for taking the PEAP forward as part of Uganda’s National Development Framework. As part of the process, OPM developed four thematic papers, a policy paper on economic transformation and sustainable poverty reduction and a synthesis report. The evaluation found that the ten years of the PEAP were, by and large, a success story. The period saw significant economic growth, reduction in poverty, and increased confidence about the Government’s own capacity to make a difference on behalf of citizens. However the evaluation team identified weaknesses in a number of management areas, a falling off in political support for the PEAP and a need to re-assess policy priorities. A number of options and proposals for the future were put forward for consideration in the development of the National Development Plan.
As far as OPM is aware, this is the first government-commissioned independent evaluation of a poverty reduction strategy. The Office of the Prime Minister is proposing to hold a series of workshops with government ministries to discuss the findings of the evaluation, and how to respond to them.
