Evaluation
As the emphasis on managing for results increases, the demand for independent, rigorous and evidence-based evaluations is rising. The context is changing as donors respond to the Paris Declaration principles of country ownership and harmonisation. More evaluations are being carried out jointly and there is greater involvement of recipient countries in the evaluation process. The DAC Evaluation network brings together evaluation specialists from OECD countries and multilateral organisations to share experience and strengthen evaluation systems, including in developing countries, in particular by developing guidelines and setting standards. At the same time, donors have to account to their own taxpayers, and in some cases Parliaments, as to the effectiveness of their development assistance in contributing to poverty reduction. Methodologies are continuing to evolve to address issues of attribution and contribution, and measuring impact.
OPM is in the forefront of these trends, having just completed an evaluation of the Poverty Eradication Action Plan (PEAP) in Uganda for the Office of the Prime Minister, and also undertaken in 2005 an evaluation of Uganda’s Plan for Modernisation of Agriculture managed jointly by government and donors. OPM consultants have also undertaken a study for the Advisory Board of Irish Aid on measuring impact of aid, from bilateral and multilateral donors, and also NGOs.
OPM has considerable experience in carrying out evaluations and programme reviews for bilateral and multilateral agencies. This includes a recent evaluation of Norwegian development cooperation with Zambia, which examines power relations at the national level (including donor agencies) as a possible explanatory factor for the apparent ineffectiveness of aid to the country. OPM has also undertaken evaluations for DFID of their country programmes in Brazil, Cambodia and Romania, for Swiss Development Cooperation of their programmes in Serbia and Montenegro and for Irish Aid of its country programme in Zambia. Recently OPM has carried out evaluations for EBRD of its Early Transition Fund and a thematic evaluation for UNICEF of its contribution to child care system reform in Central Asia.
