Project Information
The objective of the Monitoring and Evaluation project is to assess the impact and efficiency of the Hunger Safety Net Programme (HSNP), including a specific check on the effectiveness of the payments process to enable progressive improvement in programme operations and an efficient payments cycle in addition to developing an evidence base for the cost-effective delivery of social protection instruments in Kenya. The work includes the development and implementation of a comprehensive evaluation design, baseline and follow-up surveys for control and treatment locations, small-sample longitudinal surveys, impact analysis, and the development and implementation of a mechanism to monitor the effectiveness of the payments process including a specific check on fiduciary risk.
