OPM prepared three background papers as part of a wider evaluation of the World Bank's LICUS initiative. The first reviewed World Bank research on the LICUS concept. The second examined the use of the CPIA (Country Policy and Institutional Assessment) in decisions about the definition of LICUS countries and in aid allocation decisions. The third reviewed the contribution of World Bank Economic and Sector Work for a selection of case study countries.
