OPM led a consortium with the Population Council (Islamabad) to undertake a 15-month evaluation of the Lady Health Worker Programme, a SAPP programme activity. The evaluation included economic analysis of the cost effectiveness of the SAP project, an institutional and organisational analysis, fiscal and financial analysis, training evaluation and the implementation of large qualitative and quantitative surveys. The project combined a large number of local consultants (more than 20) with a further 40 local staff engaged to undertake the fieldwork. Five national- level service delivery surveys were conducted in both case and control groups. Descriptive statistics and complex modelling were used to determine the impact of programme on improved health and family planning outcomes. Twenty qualitative field work surveys were also undertaken and analysed.
