Developing a Monitoring and Evaluation System for the Financial Sector Deepening Trust, Tanzania.

The Financial Sector Deepening Trust (FSDT) is a multi-donor trust funded by Canada (CIDA), the UK (DFID), Sweden (SIDA), the Netherlands (Royal Netherlands Embassy) and Denmark (DANIDA).  The donors' intent for the FSDT was not simply to harmonise their efforts in financial sector development and deepening, but to give greater clarity and efficiency to their interventions in the financial sector.

OPM is working with the Trust to develop a Monitoring and Evaluation System for FSDT.  This is a particularly challenging assignment, given the well known difficulties of measuring access to financial services and of attributing changes in access to finance to project outputs.  The development of the M&E system for FSDT will involve comprehensive stakeholder consultation to achieve agreement on the relevant indicators, on their respective importance and on how to measure them.
