Public Service Reform, Capacity Building and Training
Effective public administration and public service management reform programmes are essential preconditions for social and economic development. OPM has a substantial track record in the key aspects of these reform processes.
One such aspect is Human Resource Management and Development; issues regarding pay and remuneration, meritocratic recruitment, staff appraisal and the encouragement and development of employees.
In turn, Performance Management systems should provide the essential link between organisational objectives and the efforts of individual employees.
We also realise that many reform projects involve significant Change Management challenges, and in addressing them we are mindful that each reform situation is unique; appropriate change management solutions need to be tailored to the local cultural and organisational context, and the precise circumstances of each engagement.
Finally, OPM's Training and Capacity Building expertise and experience enables us both to deliver workshops and seminars on specific topics for stakeholders and counterparts as an integral part of the project implementation process, and to design senior management development programmes to support the longer-term strengthening of essential skills.
