Good performance management is a pre-requisite for efficient, effective and responsive public management. It provides both the means by which the activities of government ministries and other public sector organisations can be directed and aligned with the intentions of the political leadership, and accountability to the electorate for the use of public resources maintained, and an approach to controlling and motivating the work of teams and individual staff members.

Performance management systems should provide the essential link between organisational objectives and the efforts of individual employees. At OPM we have substantial practical experience of designing, developing and implementing all of the interlinking elements that are required for an effective performance management framework in the public service, including:

  •  Policy processes and central decision-making machinery which enable the government’s high-level strategic aims to be formulated, articulated and disseminated.
  • Strategic planning systems which translate policy intentions into specific, measurable objectives and tasks for the medium term, with associated performance indicators and explicit linkages to the national budget process.
  • Performance agreements for the heads of ministries and other public bodies, which ensure that top management are fully committed to and accountable for the delivery of the planned results.
  • Appropriate performance appraisal procedures for subordinate staff which provide clear linkages between their work and the achievement of the organisation’s objectives, as well as periodically assessing their individual contribution, and identifying training and development needs.
  • Arrangements for ensuring regular reporting and adequate parliamentary and public scrutiny of the delivery of public services and the outcomes of policy initiatives.
