Education Monitoring, Evaluation, Research, and Learning (MERL)
Our work in Education Monitoring, Evaluation, Research, and Learning includes:
- Conducting rigorous mixed-methods impact evaluations using experimental, quasi-experimental and theory-based approaches to measure the impact of educational programs for donors, foundations, and governments. We work closely with our Research and Evidence team to link education expertise with cutting-edge data collection and analytical methods.
- Delivering independent third-party monitoring and verification, including for results-based financing programmes. We ensure a high standard of research by drawing on local knowledge and sectoral expertise alongside using rigorous analytical methods.
- Developing, implementing, and analysing learning assessments to generate evidence on educational outcomes. We work across a range of assessment purposes and contexts, including supporting the reform of examination and assessment systems as well as developing tests as a tool to measure teaching and learning outcomes for evaluations. Our assessment work makes use of rigorous psychometric and statistical methods in combination with assessment expertise to ensure reliable and credible results.
- Working closely with foundations and governments as a learning partner to facilitate learning processes, gather evidence about what works, and to support continuous improvement of programme implementation. In this role, we enable learning and adaption, and make way for evidence to feed into decision-making.
