Cindy is a Senior Principal Consultant for Health System Strengthening with OPM. She currently is Project Director for the UNAIDS Technical Support Mechanism and supports the Bill and Melinda Gates Foundation funded Bihar Learning and Innovation project.
Cindy has over 30 years' experience in public health and development management, working extensively in health systems strengthening, HIV/AIDS, RMNCAH, leadership, strategic planning and evaluation, institutional development and governance, research and evidence-based practice.
Her international development has included being a project manager with a variety of NGOs, living long-term in Mali, Rwanda and Uganda, working in the UK FCDO-funded Health Resource Centre as Knowledge Manager and health specialist and being the Team Leader of the Options managed Malawi Health Systems Programme, funded by FCDO. She has also been team leader of numerous consulting teams working primarily across countries in sub-Saharan Africa and Asia.
Cindy’s UK based work included the design and management of a Master’s in Public Health course at Oxford Brookes University and working as the Director of Learning and Development for the National Health Service England Public Health Resource Unit based in Oxford.
Alongside her current job with OPM, Cindy is also the chair of the Global Fund to fight AIDS, TB and Malaria’s Technical Evaluation Reference Group, an independent sub-group of the Global Fund Board.
