Pamela Shao
Pamela is a Senior Consultant in our Poverty and Social Protection practice. She is also a Country Manager for our Tanzania office, and a senior leader in our team in the country.
She leads the Climate and Economic Inclusion Hub which provides technical guidance on how social protection can reduce vulnerability to climate change, promote climate adaptation, mitigation, and a just transition for inclusive economic transformation of vulnerable populations. Her main technical areas are inclusion and equity in climate action, climate adaptation and mitigation social protection, economic inclusion and graduation and climate finance for social protection.
Before joining OPM, Pamela was the CEO of Financial Sector Deepening Tanzania. Prior to that she was the Chief Field Office, UNICEF Tanzania, overseeing UNICEF Education, WASH, Nutrition, Child Protection and Social Policy support in Mbeya, Iringa, Njombe, and Songwe. She has previously held positions in other UN agencies such as WFP and FAO, and International NGOs supporting reliance and sustainable livelihood operations. She has worked in projects in Italy, Ethiopia, Kenya and Tanzania.
Pamela holds a Masters from Università Roma Tre in Rome and a BA in Education from the University of Dar-es-Salam.
