Rachel Strohm
Rachel is a social protection and evaluation expert with over 15 years of experience implementing large-scale impact evaluations of social programmes. She’s passionate about designing evidence-based policies which support the expansion of inclusive social protection. Rachel has led quantitative studies of cash transfer programmes in countries including Ghana, Malawi, Uganda, and Zimbabwe. She has also undertaken qualitative research on the political economy of social protection expansion in countries including Kenya and Rwanda. She enjoys working collaboratively with governments, academics, aid donors, and civil society organisations to design research studies which will produce actionable insights.
Before joining OPM in 2024, Rachel was the associate director of social protection at Innovations for Poverty Action, and the COO of the Mawazo Institute. She holds an MA in political science from the University of California, Berkeley; an MA in international relations from Johns Hopkins University; and a BA in geography and French from Dartmouth College.
