Sean O’Leary leads our South Africa office. He specialises in carrying out economic and econometric analysis of policies aimed at alleviating poverty.
Sean spent two years in the Ministry of Agriculture, Guyana, as an ODI Fellow, where he provided technical input in a variety of key policy areas, including WTO trade negotiations, the National Competitiveness Plan, and the Government of Guyana's response to the EC Common Market Organisation reform in the sugar sector.
As one of OPM’s senior consultants, Sean is currently leading the quantitative component of an evaluation of the Benazir Income Support Programme in Pakistan, and providing econometric analysis on poverty in Rwanda as part of a DFID- sponsored programme.
Sean holds an MSc in Economics for Development from the University of Oxford, and a BSc in Economics from University College London.
