We conduct independent, rigorous assessments of social protection programmes and systems - addressing impact, process, and cost effectiveness – to help policymakers learn about what works to reduce poverty and promote economic inclusion.

The Social Protection Monitoring, Evaluation, Research and Learning (MERL) Hub works with policymakers and development partners to generate actionable insights about what works to reduce poverty and promote economic inclusion through social protection (SP). Our evaluation work spans the policy cycle, including institutional assessments to guide the design of new social protection programmes; programme monitoring and process evaluation, to determine whether ongoing SP programmes are meeting their targets; and impact evaluations, to understand the development impacts and cost-effectiveness of completed SP programmes.

We have played a key role in building the global evidence base for the impact of social protection programmes. Flagship projects include our evaluation of the Benazir Income Support Programme (BISP) in Pakistan and the Hunger Safety Net Programme (HSNP) in Kenya, as well as our applied research on the quality of the COVID-19 response in Ethiopia through the Building Resilience in Ethiopia (BRE) project.
