A Southern African team with extensive experience of the South African policy and public service delivery environment and good national and international links
OPM Pretoria offers policy makers and implementers a Southern African team with extensive experience of the South African policy and public service delivery environment. We combine with the technical and sectoral experience of our head office and other local and international associates to provide analysis and solutions for improving public services.

Recent developments in Southern Africa have been described as “a fine balance between remarkable progress and deep challenges”. To sustain progress, governance and public financial management reforms are essential for improving service delivery and fostering economic growth. OPM Pretoria has the ability to field excellent teams in these areas.

Together with OPM’s international network of consultants, including statistical and public finance management experts, our main areas of expertise include:

• Policy diagnostics
• Expenditure analysis and reviews and development of financing systems
• Social protection, education and health
• Quantitative and qualitative research, including impact analysis

Since opening a permanent office in Pretoria in 2009, we have completed significant projects for a variety of clients, from central government institutions such as the Department of Social Development and the National Treasury, to non-governmental organisations and funding bodies such as the International Budget Partnership and FinMark Trust.

Recent projects have ranged from devising new funding methods for public hospitals to reviewing retirement systems in the 15 SADC countries for FinMark Trust and the Department of Social Development. We are also advising on retirement provision for informal workers and designing and implementing a “social budget” for the Department of Social Development. The social budget encompasses a comprehensive database of public and private social spending and a projection model to assist medium-term planning and social policy formulation.
