Paud Murphy has over 40 years experience working on development issues with a particular concentration on education. His work as a teacher, textbook developer, director of a distance education institution, General Secretary of the Irish higher education aid agency, lead education specialist in the World Bank and freelance consultant has given him a unique insight into education issues in developing countries while his work on budget support operations has underpinned his knowledge of the influence of donors and Ministries of Finance on education institutions and ministries. He has designed and led large scale education projects and budget support operations in developing countries in Africa, Asia, Eastern Europe and the Middle East and worked with a wide range of aid agencies including DfID, GPE, EU-DEVCO, Irish Aid and World Bank. His published work is on Education and Budget Support, Distance Education and Information and Communication Technology, Teacher Development, Girls Education and National Assessment Systems while he has written many reports for Governments, the World Bank, Irish Aid and others. Currently, he is working with the Global Partnership for Education to support Ghana’s innovative teacher education efforts and is the Evaluation Director for OPM’s Impact Evaluation of a DfID-financed education programme in Tanzania.
