David Hoole is a public finance expert with 25 years' experience as an advisor and manager in over 20 low and middle-income countries. He has worked in south and south east Asia, sub-Saharan Africa, the Pacific and the Caribbean, providing advice and support on public financial management (PFM) issues and reforms. He has significant experience in the design, implementation and review of long-term PFM reform programmes in central agencies of finance at national, sub-national, and local levels.
David is an experienced leader of multi-disciplinary teams, used to working at ministerial level with public finance experts, senior public officials, policy makers and international development agencies. He has worked for a wide range of international agencies including the World Bank, the IMF, the African Development Bank, UNICEF, and DFID.
