The delivery unit approach, which has emerged over the past 15 years, is designed to focus the authority and influence of the centre of government on facilitating the effective implementation of a small set of key priorities. However, the effectiveness of the delivery unit approach depends on it being applied with sensitivity to the political and bureaucratic context, particularly regarding how the unit is positioned in relation to the head of government and the bureaucracy.
